**** New agreements give access to thousands of online journals ****
Second successful year for NESLi2 as more online content becomes
available to UK academics.
JISC, the Joint Information Systems Committee,
announced that it has secured agreements for 2005 with nine major
international publishers via NESLi2, the national electronic journals
initiative for further and higher education, funded by JISC.
In addition to the renewal of significant agreements with Blackwell
Publishing and Oxford University Press, brand new agreements were
concluded with AAAS for Science Online, The American Chemical Society, The
British Psychological Society, BMJ Publishing Group, Cell Press, The
Institute of Physics and Sage. These agreements will mean considerable
savings for the education and research communities through the lower cost
of journals secured through national negotiations.
In
total, over 4,600 online journals are now available to subscribing
institutions in the UK academic community as a result of NESLi2
agreements, which have been handled by JISCs appointed negotiation agent,
Content Complete Ltd.

**** Aslib Rises from the ashes ****
Aslib, The Association for Information Management, has been resurrected by its former Chief Executive, Roger Bowes. Bowes has purchased the assets and intellectual property of ASLIB which are owned under a new company, Global Information Management Services.
The organisation will continue to be called ASLIB and Bowes holds the post of Managing Director. Bowes commented, My intention was always to ensure that ASLIB and its unique contribution to information management is sustained and flourishes and that its staff including myself can continue in employment.
Cathy Mostyn, Business Development Director at Emerald, stated, Aslib has the full support of Emerald Group Publishing Limited and as owners and publishers of the Aslib journals, we expect our relationship with them to be a long and happy one. Aslib bulk purchases these journals to service their members. This means that once membership fees are paid, the supply of Aslib/Emerald journals is guaranteed.
Members will continue to benefit from subscriptions to two of the six Emerald/Aslib journals of their choice and also benefit from a 20% discount on any additional Emerald/Aslib journal(s). **** New national resource to bring major benefits to researchers ****
The contents of journals and other serials represent an immense and invaluable resource for researchers in all subjects. However, the task of identifying, locating and accessing these serials, held by institutions across the UK, has up to now presented a significant challenge. The national Serials Union Catalogue (SUNCAT) has been launched to help meet this challenge.
Funded by JISC (Joint Information Systems Committee) and the RSLP (Research Support Libraries Programme) since 2003, and developed by EDINA at the University of Edinburgh in partnership with Ex Libris, the catalogue has achieved a critical mass of some 3.7m records. These are made up of records from national libraries, the largest UK academic library collections and international databases, such as the ISSN World Serials database and CONSER, the database of MARC21 serials records available from the Library of Congress.

This new book from Facet Publishing provides a self-help manual which guides the reader through content management (CM) solutions for intranets and websites. The author, Martin White, is Managing Director of Intranet Focus Ltd, a company which consults on the specification, selection and implementation of content management systems across sectors. Writing from experience, the author gives the reader thoughtful and practical advice as well as an insight in to the CM business as only an insider can.
The preface states the book’s aim is to highlight both the benefits and risks of implementing content management software and systems. Based on the benefits outlined in Chapter 2 – there is probably little doubt that, if a fully operational, efficient content management system with fully trained and compliant staff could appear, as if by magic, most organisations would want one. But – how is that achieved? If you are at all unclear about what might be involved – this book will leave you in no doubt that researching, proposing, tendering and implementing a content management system, if done well, is an involved and time-consuming process.
From timescales to identifying risks this book offers a realistic picture of what to expect. The limitations of content management solutions are covered as well as the possibilities. As the word ‘handbook’ suggests, the text is a very practical one. It includes case studies; step by step procedures; checklists and sample interview questions to guide the reader through each stage of the project. Indeed, White advocates the project approach to content management. Ideally this involves a full-time project manager to co-ordinate specification, selection and implementation based on organisational objectives and user needs within budget. Given this project approach, although continuous iteration is mentioned in passing, the text does not cover the processes of post implementation evaluation and review. However, from identifying organisational objectives to preparing the room for tender presentations, White manages to integrate operational detail while stressing the project should have a strategic foundation.
The author writes clearly on a subject prone to jargon which will be welcome to beginners in content management. While stating the definition of content management lacks clarity, White’s description of this and other concepts are well formed. There is a particularly neat metaphor given to define content, data, information and knowledge of pages 3-4. As a content management novice, I emerged with a clear picture of content management systems and software. However, a degree of familiarity in the wider knowledge/information environment is assumed. The term ‘knowledge management’ for example, is used within the text without definition or inclusion in the glossary.
Visually, I found the non-justified text and mix of fonts slightly distracting. However, the book is well structured with logical chapter divisions. Each chapter also ends with a useful summary. There is a good section on further sources of information (with brief reviews) and pointers given in the text to useful toolkits. Inevitably, mention of specific vendors is made but this is not heavy-handed or biased to one product.
The preface and introductory chapter suggest the book is written for information professionals. Indeed, the author suggests that content management offers major opportunities for information professionals to have a significant impact on their organisation. While later sections of the text outline the key skills and qualities required to undertake CM project work with competence and flair – it is not explicitly stated what post holder/s would, could or should undertake the work (although it states that web managers are often mistakenly given the task). Although I understood the process, pitfalls and benefits of a CM project as outlined in the book, as a Subject Librarian, I did find it slightly removed from anything I might attempt in my current post. From an academic library’s perspective, the tasks outlined are perhaps more the bailiwick of a management or systems librarian. However, the majority of the content is not setting/sector specific. The book therefore has application across all types of organisations and disciplines - with reference to specific sectors covered by the case studies.
Good application of the points made in the book will undoubtedly carry any CM project through more effectively. Colleagues, vendors and other stakeholders could not fail to be impressed if the book’s advice is followed and implemented well. The practical, hands-on wisdom offered will certainly help avoid some of the pitfalls. Given that content management solutions help organise, locate and access information within an organisation, the book’s publication is also timely. All these functions facilitate an organisation’s response to queries and will aid compliance with Freedom of Information.
If you want to manage content successfully within your organisation but are not sure how to go about it – start by reading this book. It will help you realise that, much like cleaning out your cupboards – it’s a worthwhile task but it might take longer than you think!
