is a practitioner-academic with over 35 years of international property valuation experience spanning private practice, government, and academia across Australia, North America, Europe, Asia, and the Middle East. He holds the professional designations of MAI from the Appraisal Institute and FRICS Chartered Valuation Surveyor from RICS, and has conducted market feasibility and valuation studies on various property types with an aggregate value of billions of USD.
As Assistant Professor and Programme Leader for the MA (Hons) Real Estate Management and Finance at Heriot-Watt University Dubai, Matt has led significant programme growth and transformation, securing dual professional accreditation from RICS and the UAE CAA — establishing it as the only accredited undergraduate real estate degree in the GCC region. His teaching philosophy centres on developing professional judgment under uncertainty, with ethics as foundational to professional education, drawing directly on current industry practice rather than textbook-based approaches.
Matt's research focuses on real estate valuation in developing countries and the South Pacific. He co-authored UN-Habitat's Policy Guide on the Valuation of Informal Settlements and has published in the FAO's Land Tenure Journals on valuation in disaster risk management. His advisory work with UN-Habitat and the World Bank has contributed to land compensation frameworks and valuation guides for unregistered lands across the Pacific region.
Matt serves on the University Senate, the AI Futures Committee, and the EGIS Equity and Diversity Committee, with a particular focus on generative AI policy for inclusive learning. His educational content development has influenced commercial software platforms, and he collaborates internationally through guest lectures, knowledge exchange, and research partnerships with institutions including the University of the South Pacific, VinUniversity Vietnam, Texas A&M, and RMIT University.
