New Framework for PPP Future Success in UAE Airports Infrastructure: A Literature-Based Model

Project abstract

In highly complex projects such as airport development, particularly in the Middle East, PPPs often face challenges and produce mixed outcomes. These outcomes highlight the need for a deeper understanding of the factors that influence the success or failure of PPP projects. This study proposes a framework to enhance the effectiveness and resilience of PPP initiatives in airport infrastructure within the UAE. It draws upon recent scholarly contributions, incorporating insights from more than 40 peer-reviewed studies published over the past seven years. The research employs a qualitative, thematic literature review to identify and critically examine the most recent and relevant academic discussions in this domain. The concluded framework aims to inform policymakers, SPV, and airport authorities on designing resilient and adaptable PPP agreements. The ultimate goal is to enhance the strategic understanding and practical application of PPPs in UAE airport infrastructure and similar, leading to more sustainable and efficient solutions.
