Megaproject management on cost overrun: An impact assessment of the downstream oil and gas sector in Nigeria.
Project abstract
Features of downstream oil and gas sector megaprojects underpin the need for megaproject management to curb the related cost overruns. This study aims at conducting a comprehensive impact assessment of cost overrun in megaprojects within the Nigerian downstream oil and gas sector towards developing a mitigation framework based on Stage Gate Process, Front End Loading and Integrated Project Delivery. The study adopts a mixed method research strategy, which was preceded by a Systematic Literature Review to establish research gaps. Findings established that cost overrun is systemic and institutional, influenced more by exogenous factors. Sub-contractors faced intense severity on the impact of cost overrun due to early stage neglect and direct impact with the realities of poor planning. The Hybrid Tripod Cost Overrun Mitigation Framework (HTCOMF) views cost overrun as a holistic phenomenon spanning throughout the lifecycle of the project even at operational stage, providing preventive approaches to curb it early.
