COMMENTOpen Archives MeetingI hate getting up before 5am. Yet that's what I did on 11th July in order to get from Edinburgh to the "Open Archives Meeting: Developing an agenda for institutional e-print archives" meeting, which was co-ordinated by UKOLN (the UK Office for Library and Information Networking) and held at the Institute of Mechanical Engineers in London (its a lot cheaper to travel very early in the morning, hence the early rise). Fortunately, it was an enlightening meeting, attended by almost 100 delegates mainly from UK universities and JISC-funded services. This event was held to provide a background to open archive activity currently taking place in the UK, and to consider implications for higher and further education. At the meeting there was much interest in the Open Archive Initiative (OAI). To quote from the agenda: "The OAI is concerned with opening access to a range of digital material by providing an interoperable framework for metadata and service provision...At present the first step has been taken with the provision of the Open Archive Metadata Protocol which enables organisations to 'declare' metadata and service providers to 'harvest' that metadata". The meeting looked at ways of developing e-print archives and also of allowing provision of data of various other kinds (because OAI is not just about e-prints), and discussed how institutions, services and funders might move forwards. Also mentioned were ways in which JISC might co-ordinate or encourage such effort. There were some excellent presentations from Michael L. Nelson, Chris Rusbridge and William Nixon from the University of Glasgow, Stevan Harnad who has been a crusader for this sort of thing for some time, Rachel Heery from UKOLN, Catherine Grout from the DNER, and Paul Ayris from UCL. Opinion was somewhat divided over whether archives based on institutions, or those based on subject or domain should be the way forward, but the point was clearly made that it was not an either/or situation. Service providers, through whom users might choose to access material, could be set up on a central, subject or domain basis, and these could harvest the data available from the institutional data providers, which in some cases might also be service providers. A few days after the meeting, I was delighted to see that Stevan Harnad was featured in the the Financial Times (Tuesday July 24, page 14) It was a long day - I got home after 11pm (its cheaper to travel home late in the day) - but worth the effort. NICE WEB SITEIn the course of finding sites of interest for this Newsletter, we sometimes come across Web sites which we feel deserve slightly more than a passing mention. Each month we will pick out one or more such sites, and give them a short review. The sites will normally be UK based, may be small or large, and be of interest or potential interest to academics. After lengthy discussions we have decided, with incredible creativity :-), to call these: Nice Web Sites. Details of previous Nice Web Sites are available in the Nice Web Site Archive. This month's Nice Web Site is: http://www.teoma.com/ Due to holidays and such like, I don't really have time this month to fully assess all of the sites listed above and select a Nice Web Site. getCITED looks like a very interesting resource, as does FINDaPhD, but the site I've chosen is Teoma. Currently available in Beta, Teoma is a new search engine which seems to give very relevant results. Roddy MacLeod PRESS RELEASES****£4,000,000 NOF Grant for RLS**** The New Opportunities Fund (NOF) have awarded a grant of 4 million pounds to Resources for Learning in Scotland. RLS is a consortium of the National Library of Scotland, the National Archives of Scotland, the Scottish Cultural Resources Access Network (SCRAN), and over 100 Scottish archives and libraries. RLS was set up to create digital content for the study and celebration of social, cultural and industrial heritage in Scotland, complementary to and integrated with the SCRAN resource base. SCRAN is the managing agent for the consortium, and the tens of thousands of newly digitized multimedia resources that will result from this project will all be downloadable through the SCRAN User Licence. The main focus of this new programme of projects is Lifelong Learning, and a website has been created, specifically for this audience, at www.rls.org.uk. Currently this website gives information about the new project, and allows searching and browsing of multimedia from many rls contributors. Prof Bruce Royan, ****Major datasets available online via NESSTAR at the UK Data Archive**** The UK Data Archive is pleased to announce the release of a number of major datasets now available for browsing, exploring and downloading via NESSTAR. Anyone can search for and view the full metadata (catalogue record and codebook), and non-commercial users registered with UK Data Archive can also explore/analyse and download the data. Survey data include selected years from the major data series: * General Household Survey (GHS) This online service will be extended to other data collections within the UKDA on a continuous basis, with more datasets being mounted on the system over the coming months. NESSTAR NESSTAR is a set of internet-based tools to provide an enhanced online service for data providers and data users that gives easier and quicker access to data and information about that data. It is available within a Web browser (NESSTAR Light) or as a freely downloadable application (NESSTAR Explorer). Users can: * search for and list datasets Further instructions on using NESSTAR to access these datasets can be found at: http://www.data-archive.ac.uk/usingData/nesstar.asp Louise Corti **** SCURL study into Collaborative Academic Store for Scotland **** Scottish Confederation of University and Research Libraries Funding from the Carnegie Trust for the Universities of Scotland Determining the Optimal Model for a Collaborative Storage and Delivery Service for Valuable but Low-use Research Materials held in Scottish University Libraries Funding has been granted from the Carnegie Trust for the Universities of Scotland to research the requirements of a collaborative storage and delivery service for valuable but low-use research materials in University ownership in Scotland. The aim of the research would be to determine the optimal model for a facility that would: * Reduce the costs of storing such material at the institutional level whilst freeing space for new acquisitions and IT services * Enhance current access for researchers across Scotland through joint ownership, improved resource discovery, and (if feasible and economic) digitisation and online delivery to the desktop * Protect valuable resources by ensuring that the last Scottish copy of a resource was not discarded if still of continuing value to users at other institutions * Reduce the overall costs of such a facility at a national level through de-duplication and joint maintenance * If feasible, share costs beyond the HE libraries sector through co-operation with other sectors (public libraries, for example) and communities (archives, for example) * Introduce use monitoring mechanisms to determine the ongoing value of such materials Key deliverables would be: * A report detailing the requirement for such a facility in Scotland, comparing various model solutions, and recommending actions as appropriate * A detailed business plan for a joint facility * Ultimately, improved facilities and access to resources for Scottish researchers Catherine Nicholson NETWORK NEWS
