Senior academic officers oppose US public access legislation

Senior academic officers from 10 institutions in the US have expressed their concern on the provisions of a new legislation, called the ‘Federal Research Public Access Act of 2006.’ These institutions, which collectively make nearly $3 billion in annual research investments, have stated that mandating a six-month public release of journal articles would negatively impact the academic community and the publishers that disseminate their work.

A database containing solubilities originally published in the IUPAC (International Union for Pure and Applied Chemistry) - NIST Solubility Data Series is now available online.

Mutual solubilities and liquid-liquid equilibria of binary, ternary and quaternary systems are presented. Typical solvents and solutes include water, sea water, heavy water, inorganic compounds, and a variety of organic compounds such as hydrocarbons, halogenated hydrocarbons, alcohols, acids, esters and nitrogen compounds. For many systems, sufficient data were available to allow critical evaluation. Data are expressed as mass and mole fractions as well as the originally reported units.

There are millions of blogs, but how can you identify those ‘serious’ ones that might be of value in an academic, business or other occupational context?

For something specific you can try searching the big directories like Technorati: http://www.technorati.com/ or Bloglines: http://www.bloglines.com/ . Technorati shows when things were last updated and how many blogs link to the listed ones, which helps to indicate which might be best. Similarly the Bloglines directory shows how many subscribers each has.

To browse likely blogs in a subject is more difficult, since the subject organised directories can cover only a fraction of what is available. Yahoo's directory: http://dir.yahoo.com/Computers_and_Internet/Internet/World_Wide_Web/Weblogs/ is helpful, but quite selective, and though QuackTrack: http://www.quacktrack.com/ has what is probably the best subdivision of categories of any of the directories, there are no descriptions – these are necessary given the cryptic nature of many blog titles. Blogarama: http://www.blogarama.com/ has a user rating system, but perhaps of dubious value. Other subject directories include Getblogs: http://www.getblogs.com/ and High Class Blogs: http://www.highclassblogs.com/ )

**** Ingenta leads with third quarter signings: Ten new publishers join; key current client renews partnership ****

Ingenta, the technology provider which connects the publishing and information industries, has announced that a further ten publishers will provide their online content via IngentaConnect, the home of scholarly research. These third quarter signings build on Ingenta’s successful start to 2006, which saw eleven new publisher partners announced earlier this year. In addition, key client Brill Academic Publishers has demonstrated continued confidence in the company and its e-publishing service by renewing its contract with Ingenta for a further 3 years.

IngentaConnect provides over 25,000 libraries with access to over 10,000 electronic journal, book and monograph titles and over 20,000 fax- and Ariel-delivered publications.

**** Dutch National site for Doctoral Theses officially launched ****

Over 10,000 doctoral theses available

Professor Blom, the University Rector of the Radboud University Nijmegen, launched the National site for Doctoral Theses ‘Promise of Science’ on behalf of all University Rectors in the Netherlands. At the initiative of the SURF Foundation over 10,000 doctoral theses are currently available worldwide on the http://www.DAREnet.nl/promiseofscience website.

**** Emerald partners with anti-plagiarism database in publishing industry first ****

Emerald is proud to announce its recent partnership with iParadigms, LLC, developers of the Turnitin plagiarism detection product for academic institutions and the iThenticate plagiarism detection product for content publishers.  The Turnitin service has been expanded to include Emerald content since 25 September. This innovative move reinforces Emerald’s proactive stance on plagiarism, and ensures that Emerald content continues to maintain its high standard of integrity. 

The partnership with iParadigms allows Emerald to address the problems of plagiarism and copyright infringement in two ways:

  • By allowing students, tutors, researchers and editors to compare content that they are submitting, marking, editing or publishing with content previously published by Emerald through the Turnitin and iThenticate services.  This will alert the enquirer to possible duplication or plagiarism, and allow them to take the appropriate action, for example revision.
  • By allowing Emerald to be proactive and check submitted work for copyright infringement against content it has previously published, plus 8.6 billion web pages, tens of millions of articles in more than 15,000 periodicals, and copyright free material.

**** OSH UPDATE service is adding another 211,000 records ****

OSH UPDATE - arguably the most informative collection of health and safety information at the lowest cost in the world is expanding with another 211,000 records from the US National Institute for Occupational Safety Health NIOSHTIC database.

Portals: People, processes and technology

This book, edited by Andrew Cox, presents a number of articles which collectively aim to give an overview of current portal services and their uses together with future trends. A variety of portal models are described and some specific examples – both institutional and public – are reviewed.

The content of the book (from 23 different contributors, the majority of whom are from UK higher education) is divided into 5 main sections –

Section 1 covers core themes including definitions, underpinning technologies, management, personalisation and user needs analysis; Section 2 discusses information services in the development of portals; Sections 3 and 4 focus on portals in the corporate and public sectors respectively; and Section 5 touches on future developments. Each section is introduced with commentary on the chapters which follow.

Cox notes that “each author speaks with their own voice” and indeed each chapter reads as a distinct text. While creating a certain lack of connectivity, this is counterbalanced by the section introductions which help bind the content together. While these introductions pull out the main themes, a comfortable exit for the reader is denied by lack of an overall conclusion to the text.

‘Portals’ is written in a predominantly academic style with much use of in-text citations. However, individual chapters adopt a variety of approaches – some descriptive and some technical while others tackle conceptual issues. Although useful to students of information management, the book’s more natural audience is perhaps the information professional or researcher involved in the development, support or study of portals.

The cover notes suggests the book seeks to answer key questions regarding portals, e.g. how can information services take advantage of internet portals to improve access to resources?; what are the requirements for delivery of diverse content through a local portal?; how do portals run by libraries relate to wider organisational initiatives? According to the introductory preface, however, on finishing the book the reader “will probably not have found simple or easy answers”. Indeed ‘Portals’ does not give definitive answers but rather sets out possibilities and raises points for discussion from which the reader may perhaps arrive at their own answers. As the introductory preface notes, “the chapters are probably more suggestive and stimulating than conclusive”.

Given the statement in the book that “there is no common agreement as to what a portal is” (p24)‘ the concept of the book lacks clarity from the outset. The text is peppered with different definitions and the proliferation of portal synonyms is highlighted. Add to this the fact that the meaning of the word ‘portal’ has changed over time. Despite battling with semantics however, ‘Portals’ does allow the reader to achieve a broader appreciation of the range of products which can be called portals. It also provides an insight into the problems of definition and permits the reader a workable definition - based on the aspirations and common characteristics of portals, in whatever manifestation.

‘Portals’ succeeds in confirming (reassuringly) that the portal is an elusive concept, hard to define, continually changing and with numerous different models. The book also helps identify some characteristics which define portals, e.g. customisation, personalisation and integration and is useful in tracking portal development.

Significantly, some of the information on specific portals is already out of date – specifically those references to the Resource Discovery Network (RDN) and its subject hubs such as EEVL and SOSIG (now replaced by the Intute service and also, in the case of EEVL, by TechXtra). However, while noting Lorcan Dempsey as describing the word ‘portal’ as one of the least helpful terms of the last few years, ‘Portals’ the book is in contrast a useful text for those wishing to become more familiar with the applications, uses and manifestations of portals.
