There's a lot of interest just now in the Report of the House of Commons Science and Technology Select Committee, available at: http://www.publications.parliament.uk/pa/cm200304/cmselect/cmsctech/399/39902.htm which recommends that all UK higher education institutions establish institutional repositories on which their published output can be stored and from which it can be read, free of charge, online. This is much to be welcomed, though its one thing to have the results of research available within institutional repositories, and quite another thing to be able to find such material. Links to items on the Report appear in various parts of this month's Newsletter.

Springer announce “Open Choice” open access model
The newly merged Springer/Kluwer group have announced “Open Choice” allowing authors to publish their works as open access. Rather than launch separate open access journals, Springer’s system will mix open access material and non open access in the same printed journal. Subscriptions for the print will reflect the proportion of each type of article within a title. Open Choice articles will be available free of charge electronically.

**** Scientific Publications: Time for change ****

Changes in scientific publishing are "necessary as a matter of urgency" and everyone should have free, open access to UK research findings. So says the UK House of Commons Science & Technology Committee in their report on scientific publishing.

Vitek Tracz, Chairman of the Open Access publisher BioMed Central said: "We welcome this important and forward-looking report which marks the beginning of a new era. Change is essential for science and will benefit society."

Crucially, the report recommends that UK research funding bodies mandate free access to all their research findings. "This will lead to a profound change in the way that scientific literature is published, and validates the author-pays 'Open Access' publishing model which we at BioMed Central pioneered," Tracz remarked.

The Committee recommends that UK Research Councils follow this lead and make funds available to pay author charges. This would mean that all publicly funded UK researchers
would be able to make their research findings Open Access, at no cost to themselves. "This support will help to ensure the success of the author-pays model of publishing," said
Tracz.

To improve access to research findings in the short term, the Committee have called for all UK higher education institutions to "establish institutional repositories on which their published output can be stored and from which it can be read, free of charge, online". In addition, they ask Research Councils to "mandate their funded researchers to deposit a copy of all their articles in their institutional repository [...] as a condition of their grant".

Access to scientific research is an international issue. The Committee's conclusions have been published just as the US House of Representatives has made a similar recommendation that research funded by National Institutes for Health (NIH) should be freely available. Also, the European Commission is currently conducting a study on scientific publications.

This book discusses social, legal and ethical issues related to the use of computers and the Internet in society. It is aimed both at computing students and at students in other fields such as law or ethics.

The book is well written with clear and well argued points. Possible ways of resolving problems are suggested but Baase takes care not to prescribe particular solutions.

Although it addresses international issues, the book is clearly intended for a US audience, so the specific discussion points refer to US law, not European.

Each chapter ends with exercises and suggestions for assignments and discussion points. A manual for lecturers (with commentary, updates and a Powerpoint slide show) is available online at

As Baase points out, the social and ethical problems associated with computers and the Internet did not begin with them. Pornography, fraud, forgery and harrassment have always existed. Computers and the Internet did not create these problems, but they did, in many ways, make them much easier for the perpertrators. Similarly, there has always been a need for societies to make compromises between crime prevention and civil liberties
and all that new technologies have done is to bring the debate more into the public eye.

There are some specific new problems, such as hacking and the copyrighting of software as well as the de-skilling of jobs and society's increased dependence on computers for such basic activities as acquiring food (paying by card, or getting cash from an ATM rather than from a bank counter) and keeping warm (heating systems with computer
control).

Baase takes care to keep the difficulties associated with the use of computers in perspective by comparing failure rates and problems of computer controlled systems to failure rates and problems in traditional systems. The many advantages of the Internet and computers are discussed. She also makes the point that individuals should not use technology as an excuse to avoid their personal ethical and social responsibilities.

GET A LIFE! - LEISURE TIME

I recently enjoyed a family holiday in Normandy and Brittany, in France. What a lovely part of the world!

As well as touring round various towns in the area, I stayed with some friends in St Malo, a particularly attractive town. Those friends run a French language programme for young people under 18, called CAPLangue. CAPLangue run one- to three-week courses during which the students study and practice French in a relaxed 'holiday' atmosphere and have the opportunity to take part in organised activities, plus excursions to, for example, Mt St Michel, the medieval town of Dinan, Caen, etc. If you are interested in the courses, contact caplangue@aol.com (and say you saw them mentioned in the Internet Resources Newsletter).

I also stayed with some other friends on the way back from France, in Oxford. Another particularly attractive place. Those friends run a fashion boutique business on Blue Boar Street, just off St. Aldates, Oxford. 'Gorgeous things...for gorgeous girls' it says on their brochure.
