Having worked in two university libraries in Africa, I try to keep half an eye open for Internet resources relevant to Developing Countries. An article which appeared a few months ago in Information Development entitled "Using Electronic Mail to Surf the World Wide Web" [1] is relevant to the many people in Developing Countries who have access to email but not to the Web. Occasionally this technique can also benefit those in industrialised countries who are in the same situation. I know, for example, that some distance learners have email accounts but not full Internet access.
I read the other day in Focus on International and Comparative Librarianship that for every person who logs into the Internet in Developing Countries, there are 149 people logging on in the industrialised world. Thinking about how much needs to be done to redress the balance between the information poor and the information rich helped me decide to select a resource which benefits everyone, but especially those with less developed systems of publication and dissemination, as one of this month's Nice Web Sites. The second Nice Web Site is of interest to distance learners.
Coincidentally, also included in this month's issue are a number of resources of interest to development studies.
